Dr. Lily Owusu

 is a Principal Planning Analyst at Ghana’s National Development Planning Commission (NDPC), where she champions the integration of gender, migration, youth development, and unpaid care work into national policy frameworks. With a PhD in Population Studies from the University of Ghana and over a decade of experience, she is committed to advancing inclusive and evidence-based planning that leaves no one behind.
She has contributed to the development and training on the Unpaid Care Work (UCW) Toolkit, a pioneering resource that equips planners to integrate gender-sensitive approaches into development plans. Through technical working groups and Training of Trainers sessions, she has helped strengthen institutional capacity for gender-responsive planning across Ghana.
As Ghana’s focal person for UNECA on migration, Dr. Owusu also works to embed migration and remittances into development frameworks, ensuring policies reflect the realities of women, youth, and vulnerable groups
