is Associate Dean for Equity, Diversity & Inclusion and Senior Lecturer in the School of Architecture, Building and Civil Engineering at Loughborough University. A Chartered Construction Manager, Fellow of Advance HE, and a member of Institute Of Healthcare Engineering & Estate Management (IHEEM) and The Association for Computing Machinery (ACM) , she combines academic leadership with industry engagement across healthcare estates and construction management. Her research explores digital transformation, project delivery, and inclusive practices in the built environment, with numerous publications shaping both policy and professional standards. Beyond academia, Dr Blay contributes to global knowledge exchange as an External Examiner at Kwame Nkrumah University of Science and Technology and through her roles on equality, diversity and inclusion panels at CIOB and IHEEM. She also chairs educational initiatives with the European Council on Computing in Construction. Passionate about equity and belonging, she works to ensure the built environment professions reflect the diverse communities they serve.
